Planning is the first step to the launching of an ‘Action’. Even to press a trigger of a gun one has to press the lever almost to the extent of 80% ( Following the Pareto’s 80-20 rule). This forms an essential part of TOET (test of Elementary Training). Proverbially Japanese also spend 80 % of their time planning. But that was worth the effort and leads to an ultimate time gain! This forms the Rule 1 for project planners.
If Rule 1 fails, there was supposed to be a crisis situation.
It is because “Battle plans don’t live beyond the first encounter with the enemy.”

It is because most of life we can’t anticipate the future…no amount of planning can change that. Certainly if the future is uncertain and unknowable the key to breakthrough can still be better planning.

The planning is also to ensure that Controls are easy to apply and the third part of Dr Joseph Juran’s trilogy , that improvemet are enabled by Design for respective application.

Importance to Planning was well assigned by Dr W Edward deming, on which this author has been writng extensively. 8 parts of the series have been published in Quality World already (www.qualitypride.com). Josh Nankivel has however elaborated Deming’s 14 points towards Project Planning. Quoting from Deming’s 3rd point Nankivel , who is a BS in Project Management (He is a Project Planning & Controls Control Account Manager) writes:
When appraising the performance of project managers who work within a consistent methodology, performance to plan should not be such a large factor. Instead, the (1) ongoing contributions to improving the methodology and (2) compliance and success of execution should be considered. Not using the methodology can lead to poor performance, but it is better to measure the cause, instead of the result. To me, this is a key distinction in the Management by Objectives philosophy of people management versus Deming’s view on how performance should be evaluated. Think on the incentives in the MBO versus Deming management philosophies.
