Dr. A. Sivathanu Pillai, Distinguished Scientist & Chief Controller R&D (ACE & NS) was in Pb Engineering College to address the students and Faculty on 5th Nov. 08, and gave a meticulous, inspiring and patriotic lecture.
He cited extensive competence to meet challenges of Technology to Indian Engineers, most times denied, with a big NO.
The question emerges, if that competence is available, then why does India lag in small and trifle things?

Capability is the inherent or achieved ability to accomplish a task. To be capable - at the time of need - is an attribute the whole world looks for.

Capability of past and /or of future brings in no accolades. For there is an adage- A friend in need is friend indeed. Substitute ‘Friend’ with ‘Capability’ to read the implied. At the time of need- but it needs a strategic preparation for the distant opportunity:

PROJECT PLANNING.Pages

Planning is the first step to the launching of an ‘Action’. Even to press a trigger of a gun one has to press the lever almost to the extent of 80% ( Following the Pareto’s 80-20 rule). This forms an essential part of TOET (test of Elementary Training). Proverbially Japanese also spend 80 % of their time planning. –>isn’t it large vis-a-vis 20 % spent by Americans?
